Gangdong-gu (Head: Lee Soo-hee) embarks on the first organizational reshuffle as the 8th popularly elected district office to take a giant step for “Powerful Change for a Proud Gangdong-gu.”

The focus of reorganization was put on securing the power of execution for speedy implementation of its core projects and maximizing organizational efficiency. In addition, it intended to establish a structure available to respond to changing internal/external circumstances and administrative demands promptly by reflecting the directions of new government towards a “small and efficient government” and reorganization of Seoul Metropolitan Government that are closely related to the administrative affairs of the district.

To be specific, “Administrative Innovation Team” and “Administrative Trust Restoration Team” will be newly installed under the Office of Deputy Mayor. Administrative Innovation Team will serve as a center to bring a powerful change of Gangdong-gu to make it as a district where residents are proud of their community. To that end, the team will be consisted of senior researchers in areas of economy/industry, urban planning, self-governing administration, etc. to lead the dynamic growth of Gangdong-gu.

Administrative Trust Restoration Team is a temporary agency to reinvestigate the case of KRW 11.5 billion embezzlement, which shocked the residents of Gangdong-gu. In addition to investigating the misappropriation, the team will be in charge of reinforcing the integrity in public administration and rebuilding administrative trust by strengthening and improving internal audit system.

In the meantime, divisions having similar or duplicating functions will be merged to further strengthen the efficiency and responsiveness of the organization. Job Economy Division and Social Economy Division will change their name as Job Policy Division and Local Economy Division, respectively, to provide unified functions, and Cleaning Administration Division and Resource Circulation Division are integrated into Cleaning Administration Division to bring together distributed capabilities. Moreover, Clean Environment Division and Green Energy Division are merged into Climate & Environment Division in order to respond to the climate change issues more extensively.

Considering the civil affairs related to second stage of life of Seoul Metropolitan Government have transferred to Lifelong Learning Bureau, the operating team of 50 Plus Center will be migrated from Senior Welfare Division to Education Support Division. Gangdong-gu reflected the reorganization direction of Seoul Metropolitan Government to build a systematic cooperative structure as policies of self-governing districts are closely related to the policies of city government.

In addition, administrative activities related to urban regeneration are transferred to Urban Planning Division and Urban Agriculture Division is integrated to Green Urban Division to create leisure spaces for all residents and strengthen operational functions.

Meanwhile, systemic operation of task force (TF) within the organization will be facilitated as well. A TF for prompt implementation of redevelopment and reconstruction projects led by Director General of Urban Management Bureau will be frequently operated to support the implementation of redevelopment and reconstruction projects proactively, and a TF for vulnerable people will be installed and operated under Welfare & Family Bureau to provide tailored support for disadvantaged people.
