Gangdong-gu Rated Top in the Settlement of Civil Petitions for Grievances for Three Consecutive Years$-- Gained the top grade with the total score 24 points higher than the national average in 2019-- Highly evaluated in the activation of the local ombudsman system and efforts to settle civil complaints caused by intergroup conflicts |

Gangdong-gu has been rated top in the 2019 Comprehensive Civil Service Assessment, with the total score 24 points higher than the national average in the settlement of civil petitions for grievances category. The Comprehensive Civil Service Assessment is conducted every year for civil complaints settled from October of the previous year to September of the present year. The settlement of general legal civil complaints are assessed by the Ministry of Public Administration and Security and civil petitions for grievances by the Anti-Corruption and Civil Rights Commission. Especially, the assessment of civil petitions for grievances performed by the Anti-Corruption and Civil Rights Commission is well known for a through evaluation process including the document screening by experts regarding seven important indicators and on-spot survey. Gangdong-gu has gained recognition of its capacity to settle civil petitions for grievances, acquiring the top rating in this assessment for three consecutive years. Particularly, it gained the total score of 81.10 points, which is 24.04 points higher than the local governments' average score of 57.06 points. Gangdong-gu showed excellent performance in all evaluation items including a fulfillment rate of 100% in the investigation and supervision of the settlement of civil petitions for grievances (national average 82.9%) and 80% (36.81%) in the activation of the local ombudsmen system. In particular, Gangdong-gu received 583 points, nearly twice the national average of 298 points, in the efforts to settle civil complaints related to intergroup conflicts. The mayor of Gangdong-gu has responded to civil complaints arising from large-scale intergroup conflicts by enacting an ordinance on rebuilding and organizing a reconstruction TF team and a consortium to deal with collective civil complaints. His strong willingness to handle intergroup conflicts was highly evaluated in the assessment process. Gangdong-gu plans to identify its areas of weakness and make improvements using the results of the assessment and provide information on the conflict settlement process to prevent civil complaints caused by large-scale reconstruction and the surge in population inflows. “Gangdong-gu will not be satisfied with the results of the assessment and make efforts to make up for our weak points by strengthening the organization dedicated to civil petitions for grievance settlement and amending regulations on the ombudsman system, while remaining committed to the settlement of civil petitions for grievances and the increase in resident satisfaction,” said Gangdong-gu Mayor Lee Jung-hun. <Related Photos>
