Received 31 more points than the national average score in 2020 to receive the highest grade - Received great evaluation in confirmation and inspection of actual state of civil complaint management along with revitalization of the ombudsman

 Gangdong-gu (Mayor Lee Jung-hun) announced that it received 31 more points than the national average score of 31 at the comprehensive evaluation of civil services in 2020.

 

 Such score is a comprehensive evaluation in system operations and satisfaction levels of civil complaints handled from October of the previous year to August of the year that the evaluation is conducted.

 

 The Ministry of the Interior and Safety (MIS) evaluates general legal civil complaints while the Anti-Corruption & Civil Rights Commission (ACRC) evaluates more difficult civil complaints. The evaluation of difficult civil complaints by theACRCisacomplicatedevaluationconductedwithawrittenexamination by an expert and through a survey on satisfaction levels regarding eight indexes, including concerning the autonomous district’s level of ability to solve difficult civil complaints,thesatisfactionlevelsofthe publicregardingthecivilcomplaints,and the revitalization of the ombudsman.

 

 Gangdong-gu received the excellent grade on this evaluation for four consecutive years to be recognized for its excellence in processing difficult civil complaints. At this year’s evaluation, the district received the high score of 89.76, which was 31.19pointshigherthantheaveragescoreof58.57 of all autonomous districts in the nation.

 

 Gangdong-gu received a score of 100% (national average: 85.51%) in the confirmation and inspection of the actual state of civil complaint processing and 100% (national average: 38.84%) in the revitalization of the ombudsman.

 

 The district especially received the high score of 91.5 in solving civil complaints between groups, 21.8 points higher than the national average of 69.68. This is the result of efforts for active communication by the organization head regardinglarge-scaleconflictsamongthepublicintermsoftheestablishment of regulations about reconstructions and the formation of a consortium to address civil group complaints.


 Through this evaluation, Gangdong-gu will analyze the propensity and cause of civil complaints with consideration of the states of urgency, risk, and public concern to improve methods on how civil complaints can be handled. The civil complaintmediationcommitteewillmeetregularlytopreventunnecessaryemotionalconsumption and spending of administrative power regarding extended malignant civil complaints. The officials in charge of difficult civil complaints will be allowed to focus on civilaffairsthatare essentialtodistrictresidentstoimprove thesatisfactionlevels of how civil complaints are handled.


 Mayor Lee Jung-hun commented, “We will not stop at this evaluation but will operate the civil complaint mediation committee and increase the success rate in handled civil complaints to improve vulnerable areas. We will do our best to realize thehappycityofGangdong.”
