The “Reusable Ice Pack Collection System”, the representative eco-friendly policy of Gangdong-gu (Mayor Lee Jung Hun)was selected as an excellence case for the 2020 Innovative Case Project for Local Residents by the Ministry of the Interior and Safety (MOIS). On July 15, Gangdong-gu received Innovation Champion Certificate and Champion Belt at the Government Complex Sejong.

Gangdong-gu was the first to establish a reusable ice pack collection system for eco-friendly purpose in Korea. This system has been well received as a practice for a healthy circulation of resources based on the cooperation between public and private sectors, and enterprises (including small business owners).

Paying attention to the fact that disposable ice packs could be reused, Gangdong-gu test-operated the system in February 2019. In the following month, Gangdong-gu began to carry out the reuse of ice packs after signing an agreement with public and private sectors, and enterprises. This year, Gangdong-gu made a new challenge with traditional markets by delivering at least 10,000 reusable ice packs to the vendors for one month. As a result, Gangdong-gu has collected 107,000 ice packs and has reduced 54 tons of household wastes so far.

Gangdong-gu is providing its full support so that reusable ice packs could be utilized in a variety of ways. Through the Seoul Digital Foundation’s Smart Citizens’ Lab Community Support Project based on public-private partnership, Gangdong-gu has introduced information and communications technology (ICT) to analyze the generation, collection and demand of ice packs by region and market, and is working on developing a data systematization solution. In addition, Gangdong-gu will provide ice packs in carrying out the "low power consumption air cooler project" for residents in poor villages.

Mayor Lee Jung Hun said, “I’m pleased that our reusable ice pack project is selected as an innovative case and influencing the country with positive feedbacks. We will take the initiative in implementing eco-friendly policies for making Gangdong-gu a green city and practical policies based on public-private partnership for enhancing the residents’ quality of life.”
