Gangdong-gu Lays a Cornerstone for Residents’ Self-government Based on Private-Public Joint Governance$-13 projects conceived by residents to be run, with the strong financial support of KRW 300 million secured from the budget of Seoul-- Private-public joint governance strengthening the self-government ability of residents and achieving district politics innovation

Gangdong-gu (Mayor Lee Jung-hun) secured KRW 300 million from the budget of Seoul and will be spurring the pursuit of a second-year community innovation plan for “Gangdong: a district of joint governance.”

The community innovation plan is a project where the private and the public, as the members of the community, collaborate in implementing various fields of projects to resolve local issues.

In February last year, Gangdong-gu enacted the Basic Ordinance for Activation of Private-Public Joint Governance in Gangdong-gu, Seoul. From November 2018 to April 2019, it pursued the first-year community innovation plan centering around the “joint Gangdong-gu committee,” an organization for public-private joint governance.

During the period, residents participated in over 130 meetings to derive issues from the local community by themselves and concretize solutions into the forms of projects, building their self-governing abilities. Gangdong-gu also provides administrative support to back up their joint governance activities.

Based on experience and abilities built in the first year, Gangdong-gu and residents will carry out the second-year community innovation plan from May to December 2019. Administrative and financial support will be improved as KRW 300 million has been secured from the budget of Seoul.

The private-public joint projects pursued in the second year were a total of 13: programs for the underprivileged like “Healing for Disadvantaged Laborers,” and “Learn Hangul before You Enter School;” those for the enhancement of the living environment like “RFID Volume-rate System for Smart Food Waste Disposal” and “Particulate Matter Eating Chair;” and those for the vitalization of the village like “Folk Games to Open Up Culture City Gangdong” and “The Social Butterfly in Our Town.” Residents will participate in the execution of the projects as a private-public joint working group.

In 2020, the third year, the project will be operated under the district unit planning of the participatory budget. Gangdong-gu is running a contest for agendas to practice the residents’ self-government and private-public joint governance that fit the purpose of making A Happy Gangdong, the current goal of the district, on the official website (http://www.gangdong.go.kr).

Gangdong-gu Mayor Lee Jung-hun remarked, “In order to realize the self-government by residents, they should be authorized and responsible in addressing the local issues for themselves, not just simply making voices,” and also said, “as private-public joint governance is a good arena where residents can demonstrate their self-governing abilities by exerting their sovereign authority, we will expand the support to achieve district politics innovation.”
