Gangdong-gu Earns the Highest Grade in Manifesto Evaluation$-SA Grade (The Highest Grade) in an Evaluation Involving 266 Local Governments from throughout the Nation-- Acknowledged for the Effectiveness and Feasibility of Pledges from the 7th Popular Election and its Systematic Practice of Processes

Gangdong-gu (Mayor Lee Jung-hun) announced that it received a grade of SA, the top grade, in the Evaluation of Local Government’s Pledge Fulfillment Following the 7th Popular Election conducted by Korea Manifesto Center.

The evaluation was conducted from February 19 to March 8 involving 266 local governments throughout the nation. The manifesto evaluation team, comprised of experts and activists, closely and carefully evaluated the philosophies and visions, annual practice road maps, and financial planning of the heads of local governments, monitoring the pledge action plans from the 7th popular elections as posted on the website of each si (city), gun (county), and gu (district).

The team put special emphasis on whether a concrete action plan for campaign pledges was available to local residents, whether the local government communicated with local residents while fulfilling the pledge, and whether the process of revising or supplementing the pledge was conducting with transparency.

Gangdong-gu earned high scores in all five categories ▲ overall composition (45) ▲ individual composition (20) ▲ democracy/transparency (20) ▲ web communication (15) ▲ pledge conformity (pass/fail), and in 32 other subcategories, obtaining a total of over 80 and the SA grade. This means that the administration of Gangdong-gu was acknowledged for its effectiveness, the feasibility of its campaign pledges, and for its systematic practice of processes.

Gangdong-gu, organized after the 7th popular election and led by Mayor Lee Jung-hun since July last year, is heading towards being “Happy Gangdong” based on its action plan for completing 71 different projects in seven major task areas from three fields.

To this end, Gangdong-gu is preparing a legal and institutional foundation to pursue the implementation of pledges through enacting and revising various ordinances. It is also operating a pledge fulfillment evaluation team which consists of 30 people across six departments, in order to faithfully carry out pledges while communicating with locals. Additionally, Gangdong-gu strives to secure a budget by formulating a revised supplementary budget that will ensure the smooth operation of projects.

These efforts by Gangdong-gu have resulted in clear benefits. The labor rights center, which was the number one pledge, will open this upcoming June. The enactment of relevant ordinances, the operation of a temporary office, and the organization of a task force, consisting of professionals such as lawyers and labor attorneys responsible for supporting the disadvantaged in labor groups, have all been completed.

For 3,000 students who entered high school this year, Gangdong-gu implemented a free-school-uniform policy, expanding pragmatic and universal education-related welfare. The extension of subway line number 9, which has been long-requested by local residents, is now being reflected in Seoul’s subway construction plan, meaning that most of Gangdong-gu’s pledges are being carried out according to plan.

The mayor of Gangdong-gu, Lee Jung-hun stated, “We feel more assured in our practices for enacting our pledges thanks to the SA grade we earned in the manifesto evaluation. As these pledges are our ‘public promise’ for local residents, we will do our best not to lose our original resolve and fulfill our promises.”
