Gangdong-gu to conduct complex development of public land for efficient use$-Underused public buildings, available land to be developed-- Gangdong-gu and LH sign business agreement for ‘regionally customized growth master plan’

A complex development of underused public land and buildings in Gangdong-gu will be pushed. Gangdong-gu, headed by Mayor Lee Jung-hun, signed a business agreement with LH to establish a “master plan for regionally customized growth” (abbreviated as a growth master plan) on Nov. 14.

The growth master plan is a comprehensive city plan consisting of various pending projects including the complex development of public land. According to a survey of about 160 publicly owned buildings in Gangdong-gu, some of them are underused with their average floor area ratio falling short of the legal limit, and many structures are older than 20 years. Furthermore, some land used for railway yards and retarding reservoirs has a high growth potential.

Hence the Office has decided to push for the complex development project in earnest. The project envisions renting public properties to LH to use public structures and land efficiently at minimum costs and building complex structures for public, welfare, business, commercial and residential purposes by investing private capital.

Under the agreement, Gangdong-gu and LH concurred on the scope of business, division of roles, and methods to reduce fiscal expenses, which will begin in January 2019. They will jointly commission the project for planning to designate five public structures such as community centers and welfare centers and five available land plots; create a customized complex development plan; analyze business value and name pilot projects; and realize the development plan.

“Given the shortage of massive idle land in Gangdong-gu, the complex development plan will be a good model to realize the efficient urban planning. Hopefully, residents will be able to improve their quality of life to the maximum with minimum costs,” said Mayor Lee Jung-hun.

Meanwhile, Gangdong-gu Office is pushing for the complex development of the community center in Cheonho 3(sam)-dong and the Gangdong integrated social welfare center and plans to use them as bases for revitalizing decrepit residential areas in Cheonho-dong.
