Gangdong-gu, to Construct Large-Scale Local Community Center in Gangil-dong$-Gangil 2 land development zone semi-residential site approved for ‘community complex’ public housing, construction to begin in June-Space for all generations including the childcare support center, disabled family support center and youth area-Gangdong-gu on-going four-year deliberation between the city and SH. City plans for citizen happiness

 Gangdong-gu (Mayor: Lee Hae-sik) revealed its construction plans for a residential community facility in the Gangil 2 land development zone semi-residential site (entire area encompassing 730-2 in Gangil-dong). 

 Plans for the Gangil 2 zone public housing project was conditionally passed by the Seoul public housing deliberation committee and received final approval on April 25 by the Seoul Metropolitan Government through deliberations with the city.

 This area will consist of various neighborhood living facilities (approximately 3,000㎡) for newlyweds, youth and 119 public houses as well as a residential community facility (approximately 1,560㎡) with a total ground area of approximately 13,000㎡. Construction will begin in June and is scheduled to be completed in the second half of 2019.

 Community facility programs are provided free of charge by the district and will be used for citizens of all ages as a △ comprehensive child care support center, △ temporary nursery facility, △ disabled family support center, △ happiness plus store, △ youth area, △ children and youth sex education culture center and △ a public local children’s center. 

 Although there were plans for the entire area of 730-2 in Gangil-dong (3,275㎡) to be used for a neighborhood living facility, it was changed to a semi-residential site by the Ministry of Land, Infrastructure and Transport in December 2013 for a rental housing project. In the vicinity was an apartment congested area, and in the case of the construction of a scaled-down neighborhood living facility, there was the proposition that residents would face heavy inconveniences due to the excessive supply of housing.

 Through an expert advisory committee, Gangdong-gu found a political plan to ‘secure over 30% of the total ground area of a building for a community and neighborhood living facility for citizens’ in order to maintain the original function of site plans.

 After continuous persuasion and deliberation with the Seoul Metropolitan Government and the Seoul Housing & Communities Corporation (SH) for over four years from February 2014, the proposal presented by the district was finally approved.

The conversion of construction costs and development costs of the free community facility (including the parking lot) will reduce the district budget by about 3.4 billion won. Taking communication and the convenience of current residents and new residents into consideration, it is difficult to put a number on this value.

 Mayor Lee Hae-sik commented, “Recently, China, who had imported over half of all the waste produced in the whole world, expanded their import prohibition list of recyclable waste. If we want to stop the recurrence of a garbage crisis, we must prepare fundamental measures for garbage disposal. Again, we will need citizens to make efforts to reduce garbage. We hope that our citizens will cooperate with us by actively taking part in helping reduce garbage and separate disposal of garbage to create a cleaner and better Gangdong-gu to live in.”
