Gangdong-gu (Mayor: Lee Hae-sik) will promote a citizens’ participation budget project from the February 26th through March 23rd that will be reflected in the 2019 budget formation. The total scale for the 2019 budget is set at 2 billion won, with Gangdong-gu adjusting and increasing the budget for the project from 1,630 million won last year in order to promote a project that actively reflects citizens' suggestions.

The four areas of public participation include: ▲education, culture, and economics ▲health and welfare ▲housing, city planning, and the environment ▲traffic, roads, and flood control. Environmental improvements of neighborhoods, the reinforcement of public facilities, and resident safety projects are expected to be targets for the project, as they are closely related to residential living.

Each project area can request up to 200 million won, and the amount may be adjusted according to the content and the results of careful deliberation.

Each proposal item will be comprehensively reviewed to determine the concreteness, validity, effectiveness, and potential for promotion, and will be judged by the Citizens’ Participation Budget Committee. Selection of projects will be made through mobile votes by residents (50%) and votes from the Citizens’ Participation Budget Committee (50%), with their prioritization being finalized by the Committee. The final project chosen will be reflected in the 2019 budget.

For project suggestions, download and fill out the application form at the Gangdong-gu Office website’s Citizens’ Participation Budget Room (http://www.gangdong.go.kr → Sharing and Participation → Citizens’ Participation Budget Room → News) and apply through online submission or via email (pyk2260@gd.go.kr). Applications can also be sent via post (Budget Team, Planning and Budget Division, 25, Seongnae-ro, Gangdong-gu, Seoul) or by fax (☎02-3425-8604), or submitted in person at each community service center or to the Budget Team, Planning and Budget Division of the District Office.

Mayor Lee Hae-sik encouraged project suggestions, saying, “The lives of the citizens will change through the Citizens’ Participation Budget system, allowing each individual to give suggestions and help make decisions that he or she feels is necessary in each local area.”

The Citizens’ Participation Budget has been enforced since 2012 as a system to promote citizen participation by allowing them to give suggestions and make decisions related to the budget adjustment process, which was normally concluded by autonomous groups. Gangdong-gu reflected a budget of 1,630 million won with a total of 21 projects out of the proposed 179 projects from its citizens. This year, Gangdong-gu plans to improve the maintenance of railings in Children Protection Zones, expand the installment of security CCTVs, and promote the Mind and Health Healing project.
