Subject Local residents' complaints about the Gangdong hydrogen power plant.

The local community is in turmoil over the hydrogen fuel cell power plant (hydrogen power plant) built in Godeok-dong, Gangdong-gu, Seoul. This is because local residents, who learned of the existence of the first and second hydrogen power plants only after the construction of the third hydrogen power plant began, are strongly opposed.

It started in June when the hydrogen power plant became controversial. Godeok Clean Energy, the largest shareholder of Korea Hydro & Nuclear Power, held a groundbreaking ceremony for a hydrogen power plant in Godeok-dong, Gangdong-gu, on June 29. KHNP President Chung Jae-hoon, Democratic Party lawmaker Jin Sun-mi, Godeok Clean Energy President Jeon Hwi-soo, Gangdong-gu District Mayor Lee Jung-hoon, SK Eco Plant President Ahn Jae-hyun, and COONE Energy Service President Bae Myung-ho attended.

The Godeok Clean Energy Power Plant, the third hydrogen power plant to be built in Godeok-dong, was invested 40% by KHNP and 60% by three companies, SK Eco Plant, Kowon Energy Service and KB Asset Management. It aims to complete the project in July 2022 by investing 118.7 billion won with the aim of supplying eco-friendly energy in the city center.

However, the massive groundbreaking ceremony became a source of trouble. This is because it served as an opportunity for local residents to belatedly recognize the existence of hydrogen power plants. In Gangdong-gu, the Godeok Green Energy Power Plant (1st), which began operation in 2014, and the Gangdong Fuel Cell (2nd), which started operation in 2020, were already in operation. The third power plant, which started construction this time, was also approved by the Ministry of Trade, Industry and Energy in 2017. The fourth power plant, which is still in the planning stage, has already been approved by the government.

However, local residents say they had no idea of the existence of a hydrogen power plant that had been in operation for seven years. A in his 40s, who lives in Cheonho 1-dong, Gangdong-gu, said, "I oppose the hydrogen power plant that was secretly conducted without the consent of the residents," adding, "How can the district office, which should prioritize the residents, do this?" B, an office worker in his 30s who has been living in Samik Green Apartment in Myeongil-dong for six years, also said, "I only thought it was a cogeneration plant, but I didn't think it was a hydrogen power plant."

The reason why local residents did not know the existence of hydrogen power plants is because of ambiguous regulations. Legally, the construction of power plants with a size of less than 100 square meters does not require a separate public hearing. The Godeok Clean Energy (3rd generation) power plant is 19.8 규모.
