Subject Gangdong-gu official who reused 66,000 ice packs

Gangdong-gu Office's cleaning administration department, Choi Byeong-ok, made a collection and recycling system. Ice packs are mostly used for fresh food delivery. Ice packs containing gel-type super-absorbent resin should be placed in a garbage bag as it is. The problem is that it is not bio-degradable and is difficult to incinerate and landfill. 210 million such ice packs were used in 2019 alone. Is there any way to collect ice packs that are difficult to treat and divide them back? At online cafes that share neighborhood life, you can easily find articles asking how to share and dispose of ice packs. There is a public official who recognized the hearts of these citizens and established the nation's first “ice pack collection and reuse system”. He is Choi Byeong-ok in charge of the cleaning administration department at Gangdong-gu Office. He received the presidential citation last month in recognition of his “active administration”.

In the summer of 2018, Mr. Choi looked at the marketing techniques of Hyundai Home Shopping in Gangdong-gu. Hyundai collected ice packs from customers and paid points. “There are a lot of complaints about the environment and garbage at the ward office. It seemed a waste to throw away the ice pack as it is, so I looked for a way. Fortunately, there are large companies in Gangdong-gu, there are environmental organizations that actively participate, and there are traditional markets, so I thought I could.” There could be no difficulties until the ice pack circulation system was built. The most difficult thing was to stably secure the place of use.

The civic response was good. The number of ice packs collected through collection boxes installed in a total of 18 district offices and Community Center was 12,3983 units of 62 tons last year. About 55,000 were reused in traditional markets, food companies, and Hyundai Home Shopping, and 11,000 were reborn as fragrances. At first, about 4 out of 10 ice packs that were damaged or could not be reused were collected, but now the defect rate has decreased to about 10%.
He worked as a public official at Gangdong-gu Office for 30 years and had a high understanding of the region. “Rather than an area of too large a unit, you should start with the basic local government and gradually expand it to keep it for a long time.” “Garbage is a resource and money,” he said. It is better to do it first in the company than in the administration.” “Companies that have signed an agreement with Gangdong-gu also do not continue to participate, perhaps because of the cost,” he asked for active participation from the companies.

“One more job was added to the original job, but it is rewarding that cannot be converted into money. The system was able to settle thanks to the response of citizens who are interested in environmental issues.”
