Subject Changes in the Economic Guidance of Gangdong-gu

Since taking office in July 2018, Lee Jung hun (54), head of Gangdong-gu District Office, has made great efforts to create a virtuous cycle of growth and distribution through inclusion and innovation under the gu administration goal of "Happy Gangdong."

Gangdong-gu is transforming from a static city to a dynamic city through large national projects such as economy and transportation and a Gangdong-type space innovation project. Lee, the head of the district office, is sparing efforts to create the third largest autonomous district in Seoul in 2023, despite the harsh reality of reduced communication with residents due to Corona 19. The Hankyoreh <Seoul&> met with the head of the district office in Gangdong-gu on the 11th and heard about the achievements and future direction of the district administration.

"By 2023, when the massive reconstruction redevelopment project ends, the population of Gangdong-gu is expected to increase to 550,000 people, 100,000 more than now. That will make it the third-largest city in Seoul by population."

The population of Seoul City is 9.91 million in 2020, down 100,000 from 2019, but Gangdong-gu District has increased by 24,000 to 464,000. The population of 23 of the 25 autonomous districts in Seoul decreased, but the population of Gangdong-gu increased with Yeongdeungpo-gu. "Gangdong-gu is a city with a rare increase in population in Seoul, so we are looking forward to the future more," said Lee, head of the district office.

"Gangdong-gu is changing the economic map of Gang-dong by realizing the framework centered on large-scale projects such as Godeok Biz Valley, Gangdong General Industrial Complex, and Cheonho Daero Beach."

Gangdong-gu is working on major economic and transportation national projects such as the creation of Godeok Biz Valley and Gangdong General Industrial Complex, the extension of subway lines 5th, 8th, and 9th, the efforts to attract Gangdong-gu on the GTX-D route, and the complex development of Cheonho-road. In addition, social overhead capital (SOC) is actively being established to promote the benefits of people's lives.

Godeok Biz Valley (234,523㎡) will house companies, government offices, and shopping malls in the field of convergence research and development of information and communication technology. More than 150 companies are scheduled to move in from 2022, and 38 companies are currently confirmed to move in. Gangdong General Industrial Complex (78,144㎡) announced the approval of the industrial complex plan in November last year and will be created as a digital engineering complex in the future. The high-tech business complex (48,299㎡), which was already established in 2015, has 11 companies, including Samsung Engineering, and 110,000 people are working.

Gangdong-gu expects to become an economic hub city in the eastern metropolitan area by 2023 when the "Three Heart Projects," which refer to the creation of a high-tech business complex, Godeok Biz Valley and Gangdong General Industrial Complex, are completed. Lee, the head of the district office, said, "The benefits of this development will be invested in expanding the local infrastructure for children and teenagers, young people, women, the elderly, workers and the disabled to achieve balanced growth."

The head of the district office Lee also actively tried to resolve traffic difficulties in Gangdong-gu. Gangdong-gu District is actively trying to introduce the KTX-D route through the signing of 100,000 residents, research services, and discussions last year. Lee, the head of the district office, said, "If we attract the KTX-D line in Gangdong-gu, we will be able to move around 10 minutes in Gangnam area and 30 minutes in the major metropolitan area, making it a transportation hub center for 2 million people in the eastern metropolitan area."

In addition, in June last year, the implementation method of the four-stage extension of subway line 9 was confirmed by the "turnkey method" proposed by Gangdong-gu, allowing early construction to begin. In addition, the extension project of Line 5 will be completed in the first half of this year, and the entire section will be opened. Line 8 Amsa Station~Construction of the Byeollae New Town section is underway with the aim of completing it in 2023.

Lee also has a philosophy of "space changes people." Therefore, he said that he would continue to expand public spaces where children and their education and culture can be changed happily.

"Neuroarchitecture says that space, color, lighting, and sound affect the brain and have a positive effect on people. When I turned the study room on the white wallpaper into the blue wallpaper, the children's concentration increased, and when I raised the ceiling, my creativity increased."

Lee is carrying out five representative Gangdong-type space innovation projects, including Happiness School, Child and Mom Gangdong Child Care City, Book Cafe Library "Dadok Dadok," Dream Miso, which is used as a senior citizen's center during the day and a senior love room after 4 p.m.

"The residents first feel that Gangdong-gu used to be a static city, but now it is a dynamic city. It is also recognized as one of the best cities to live in the country." Gangdong-gu ranked third in Seoul and fifth in the country in the 2021 Social Safety Index, which selects and announces the best areas for residents among 155 cities, counties, and districts nationwide. In a survey of residents, 76% of the residents said they would live in Gangdong-gu in 10 years, the head of the district office said.

Corona 19 last year, Gangdong-gu, watertight quarantine system to the community 24 hours after infection spread and all-out efforts to block. In particular, the government created a filter replacement cotton mask in cooperation with residents and spread it nationwide in February last year. Gangdong-gu is currently carrying out 81 projects in four areas to revitalize the local economy, including support for the survival of self-employed people, as well as the psychological quarantine of residents.

"The Gangdong-gu Labor Rights Center is a comprehensive administrative agency that protects labor, human rights, jobs, and small business owners to create a society where people are respected and tearless as labor is a source of life."

Lee, who aims to "Gangdong, a labor-friendly city," opened the Labor Rights Center, his first pledge, in June 2019. It is the largest among local governments in the country and the first in the country to be run directly by the autonomous district. Psychotherapists, certified labor lawyers, and lawyers provide labor law counseling, labor education, and labor psychological counseling.

"In order to overcome the climate crisis, the green transition of energy is essential, and not only the state but also the local government should actively prepare for climate change."

Gangdong-gu District established the Green Energy Department, the only department dedicated to energy policy, among the autonomous districts of Seoul, in 2019. In line with the government's "2050 Carbon Neutral Declaration," it will push for a Gangdong-type Green New Deal project in four major areas (18 core tasks): energy, buildings, transportation, and infrastructure. The project, which will cost about 760 billion won during the entire project, is expected to reduce about 1.06 million tons of greenhouse gas (CO) and create 7,788 new green jobs, said Lee, head of the district office.

Gangdong-gu District Office established an eco-friendly collection system for the reuse of ice packs for the first time in the country last year, reducing 97.2 tons of household waste.

"In the future, we will push for community-oriented social urban agriculture for leisure, healing, healing and health and future smart urban agriculture that combines advanced technology to lay the foundation for sustainable urban agriculture."

Urban agriculture and animal welfare in Gangdong-gu are differentiated areas compared to other autonomous districts. Gangdong-gu has been recognized for its competitiveness enough to win the Korea Environmental Award for 10 consecutive years. The urban garden has grown large enough for 15,000 people to participate every year, and it operates an eco-friendly agricultural direct trade store called "Singsing Dream" to provide safe food. Based on facilities such as urban agricultural parks, public catering centers, and premix centers, it operates various urban agricultural academies and experience programs such as urban beekeeping and herbal garden schools.

The head of the district office Lee also said, "We are preparing a wide-area animal welfare center related to pets," and explained, "Gangdong-gu is hosting what the Seoul Metropolitan Government creates."

"Gangdong-gu has a gap between the eastern region and the old city center, which has been refurbished by reconstruction and has a high green rate. The old downtown area, where Guchon-myeon is penetrated, has a high proportion of basic livelihood recipients, the second-highest class, and single-person households."

Lee, the head of the district office, spent 41 billion won on the 1km-long old downtown area from Myeongil Station on Line 5 to Cheonho Elementary School Crossroads to create various living infrastructure-type cultural spaces for children, teenagers, single-person households, and office workers by June 2022. It is because I think that only when the old downtown area is changed will the real change in Gangdong-gu, which is represented by change and growth, begin. "We will focus our efforts on the project to create Gacheon-myeon for the rest of our term," said Lee, head of the district office.
