Subject Learning Center for Adults with Development Disability

“We are very lucky,” said Kang Jihyang (47, female), a mother of a son with a developmental disability (1st grade intellectual disability) watching his son in class at the Lifelong Learning Center for Developmental Disabilities in Gangdong-gu, Seoul.

This Lifelong Learning Center opened on the 30th of March. Only the resident of Gangdong-gu over 19 years old can apply for the program. However parents of the disabled from all over the places in Seoul flocked to the center since they cannot find adequate care centers around their home. However, the center can only accommodate 30 students due to the capacity of facilities and teachers.

A developmental disability includes the intellectual disability and autistic disorders caused by the brain damage during birth and growth. Most of them have IQ below 50. They have difficulties in communication and tend to show repeated actions.

The facilities providing care to them are in short supply. There are only 138 facilities in Seoul and only 4239, the 18% of all adult with development disability are using those facilities.

The Lifelong Learning Center assists the education and rehabilitation of adults with developmental disabilities. Ten teachers take care of 30 students. Teachers help students get adjusted to toilet use and take control of his or her feeling. The center is operated from 9 to 6. The students can participate the program for 5 years. It is in order for the center to give opportunities to other students.

In October 2016, the parents with the development-disabled had meeting with the head of Gangdong-gu and requested the establishment of education and rehabilitation facilities for the likes of their children. There are 1202 adults(over 19) with developmental disability in Gangdong-gu.

Seoul city government wants to increase the lifelong learning center for the disabled but it is not an easy job because it is hard to find a space larger than 500m². In addition, the residents living around the candidate place oppose building the center because they think it harms the view and risks the safety of their children.
