March 28th, Seoul Gangdong-gu declared that they will strengthen ‘Gangdong-gu code of conduct for government audition’ in order to solve Kim Young ran law*’s blind spot problem. *Kim Young-ran law : Prevention of Dishonest Solicitation for government officials suggested by legistor Kim Young-ran. The law is composed of “prohibiting cash handling”, “banning bribery”, “restriction in external lecture fees”. It is applied to six major administrative bodies, including the National Assembly, the Constitutional Court, the Board of Audit and Inspection, the National Election Commission, and the National Human Rights Commission/ 42 local administrative organizations/ 260 municipal and provincial education offices/ 982 public service organizations/321 public agencies/ 22412 schools, and lawmakers are also eligible. This will be implemented from April after passing five days of enforcement announcement. The reform bill contains regulation about limiting high-status officials, personnel managers’ recruitment of their families. In order to prevent officials’ making negative influence, they made new clauses concerning banning private sectors’ dishonest solicitation. According to reform bill, citizens must neither be provided nor demand labor from officials who are related to the labor. They have also specified duty of officials to show private relation when working on works related to themselves or their families. Furthermore, they contained contents about condolence money and lecture award’s acceptable scope according to reformed ‘an Enforcement Ordinance for prevention of Dishonest Solicitation for government officials’. One Gangdong gu official said “I hope implementation of newly strengthened enforcement ordinance make it possible for Gangdong gu’s ward office to become more incorruptible ward office. From now on, we will keep working on implementation of anti-corruption clean-handed policy in order to raise citizen’s credulity to ward office. |
