Subject From Stray Cat Complaints to a Friendly Stray Cat Business

Scattered around Gangdong’s community centers, clinics, ward office and police stations are little boxes with happy-faced kittens drawn on them. These are “stray cats’ food stations”, with two bowls filled with clean water and cat food. Written on top of the box are instructions explaining what the box is for:

‘We are working with the neutering business that can control the reproduction of the stray cats.'
‘This can help cut back on the cats’ digging through the food waste.’
‘This bowl is an asset of Gangdong-gu.’
‘If you abuse animals, you will be sentenced to less than 1 year of jail or a penalty of 10 million won under Article 8 of the Animal Protection Act.’

It was not until 2013 that Gangdong-gu turned its attention to the stray cats roaming the streets. Some people wanted the stray cat problem somehow taken care of, and others insisted that the cats needed to eat. Lee Hae-Sik said, "There were a lot of complaints that the stray cats were tearing the trash bags" and that “the citizens could not come to an agreement.” With the neutering project budget running a little low, cartoonist Gang Pool made a very interesting and unique proposal. He said he would donate 15 million won, so that Gangdong-gu could make food bowls, buy cat food and place it all around Gangdong.

They prepared 6 tons of food and 50 special dishes and opened the food parlor. Residents (cat mothers) caring for cats oversaw cleaning, feeding and watering supplies outside the park, such as public parks where the public cannot reach. As companies and organizations continue to support food, and demand for installation of the food parlor in public facilities and housing areas continue to increase, naturally complaints have been reduced and "animal welfare" became an axis of Gangdong’s administration.
