Full-scale Promotion of the Gangdong Advanced Complex Government Office Building (Myeongil 1(il)-dong) Development$-Gangdong-gu concludes MOU with Seoul Housing & Communities Corporation for smooth project promotion-Plans for financial reduction, expansion of public facilities and SOCs, and creation of parking lots through complex development

 Gangdong-gu (Mayor Lee Jung-hun) concluded an MOU with the Seoul Housing & Communities Corporation on February 26th (Wed.) to officially promote the 'Gangdong Advanced Complex Government Office Building (Myeongil 1(il)-dong) Development' project.

This agreement was signed to construct a cooperative system between Gangdong-gu and the Seoul Housing & Communities Corporation for a smooth promotion of the complex development project around the Myeongil 1(il)-dong Community Center. The agreement ceremony was attended by Mayor Lee Jung-hun of Gangdong-gu and CEO Kim Sei-yong of the Seoul Housing & Communities Corporation to conclude an agreement on mutual cooperation regarding general matters such as the distribution of roles and the management and operation of facilities for the project.

According to the Special Act on Public Housing, the complex development of public facilities like the Gangdong Advanced Complex Government Office Building is a project that compositely and newly constructs public government office buildings, SOCs, and Happy Houses on public facility sites that are old and underutilized. Through this project, the local government will save construction costs for public facilities, increase the level of satisfaction for residents' quality of life, and especially realize residential stability for the younger generation.

The Myeongil 1(il)-dong Community Center and the Youth Center are Myeongil Station influence areas in addition to being in close proximity to the traditional market and large-scale apartment complex. Despite the fact that the areas are favorable in terms of accessibility with high public, administrative, and cultural service demands, buildings are old and spaces are small, resulting in a continuous rise in civil complaints.

Accordingly, Gangdong-gu plans to newly construct a complex building of four underground floors and thirteen ground floors through the complex development project to largely expand public facilities and SOCs in addition to supplying youths with Happy Houses. Last year, a government expenditure of KRW 1 billion and a municipal expenditure of KRW 2 billion were secured after the project was selected as a Seoul Life-enhancing SOC Project and by the Presidential Committee for Balanced National Development. The project was also selected as a proposed site for the Ministry of Land, Infrastructure and Transport's Happy Housing.

To revitalize Myeongil Market and settle the problem of residential parking, the Yeomjugol Children's Park and sectional underground space will be transformed into parking lots. The district's strategy is to secure the maximum business expenses required for this project by actively responding to the Traditional Market Parking Environment Improvement Project that is enforced by the Ministry of SMEs and Startups.

The complex development project was launched with the business agreement, and half of the progress in terms of exemption from the central investment examination, design contest, and Public Housing Integrated Deliberation Committee will be executed by next year with the project expected to be completed in 2023.

Mayor Lee Jung-hun stated, "The Gangdong Advanced Complex Government Office Building Development Project is one that produces financial reductions of approximately KRW 20 billion compared to private developments of public facilities. The project is expected to offer various public services to local residents and contribute to stable living for the younger class. The linked project of the underground parking lot creation project at Yeomjugol Children's Park will also be actively promoted to solve the parking problem of Myeongil Market and revitalize the local economy."
