Gangdong-gu Drawing Attention with the Gangdong-gu Big Data Portal System$-- Gangdong-gu's Office professional staff succeeded in the development of the system, saving hundreds of millions in costs.-After the test operation, the system will be applied to the district website starting this month.

 Gangdong-gu (Mayor Lee Jung-hun) has developed the ``GBP Gangdong-gu Big Data Portal'' system that can enable integrated management of data scattered in several institutions, which has posed challenges to local governments.

 

The GBP Gangdong-gu Big Data Portal System (hereinafter 'GBP system') is a system that enables simple integrated search and automatic analysis of data within a system by building a meta information database. After the test operation, the system will be applied to the website of the Gangdong-gu Office in earnest starting this month. Among the important data to be opened to the public are demographics, CCTV status (locations), population (locations), public toilets (locations), and subway information (locations).

 

Gangdong-gu has developed this system because public data produced by Gangdong-gu had been managed separately by the Seoul Metropolitan Government, the Ministry of Public Administration and Security, and the National Statistical Office, causing decreased efficiency of the district's administrative work. The number of public data entries produced by Gangdong-gu currently amounts to 1,333,877 in 265 categories.

 

Under this system, all data produced by Gangdong-gu are presented in the form of visual materials consisting of figures and images such as automatic aggregation and automatic charts. This system will provide information that users require in a way they can easily understand at a glance, improving user convenience. Furthermore, by also providing yearly trends, the system facilitates the use of data as objective indicators for predicting future changes. The system is also available on mobile devices, allowing citizens to easily access data anywhere, anytime.

 

 Last year, Gangdong-gu established a big data team through the restructuring of its organization to cope with changes in the IT environment such as the 4th Industrial Revolution. Particularly, Gangdong-gu employed professional personnel and assigned them to the team, which enabled the development of the GBP system and the identification of areas that urgently need CCTV installation based on big data analysis.

 

With the system, Gangdong-gu has laid the foundation to become a smart city and big data based scientific administration, providing an administrative model ahead of that of other local governments. By employing professional personnel with experience in the development of the GBP system, Gangdong-gu saved hundreds of millions in development costs.

 

In addition, Gangdong-gu succeeded to identify areas where CCTVs should first be installed based on public big data analysis together with the Ministry of Public Administration and Security's youth interns in the public big data field and the district office's employees. Gangdong-gu set a new base for objective decision-making that differs from the existing one. Based on these results, Gangdong-gu plans to install CCTVs in these areas within this year.

 

More specifically, Gangdong-gu identified areas to install CCTVs by considering the locations of child protection areas and police stations, based on the analysis of five areas where CCTVs are most urgently needed. Presuming that a single CCTV can film objects within 50 meters at 360 degrees, it can identify areas with a low level of crime surveillance and analyzed data on crime-related civil complaints, locations of commercial facilities (entertainment, accommodation and financial facilities) and the floating population, which are closely related to the vulnerability to crime of an area.

 

Higher scores were given to areas with higher severity and higher frequency of crime and a greater number of commercial facilities and floating population at night and early hours of the morning. Also, weight was placed on areas with a higher number of women and detached houses. In this process, the indices of the necessity for CCTVs were finally calculated.

 

In this way, Gangdong-gu successfully identified the areas with the most urgent need for CCTVs without investing any additional budget, by replacing the floating population, which are paid data, with Seoul's public data on nighttime and late-night bus users. Gangdong-gu expects that it will be capable of applying big data analysis to policy implementation, maximizing cost savings.

 

“With the GBP system that facilitates access to public data, we can now more efficiently protect residents' rights to information and improve their understanding of public data. We will continue to pursue administrative innovations that will bring greater conveniences to residents' lives based on the analysis of big data using the system,” said Gangdong-gu Mayor Lee Jung-hun.
