Gangdong-gu, headed by Mayor Lee Jung-hun, revealed plans on September 14 for improving upon financial loan conditions and operating the deposit-based and monthly-lease housing consultation services for residents of the Gil-dong Shindonga Apartments 1 and 2, currently experiencing difficulties due to lack of reconstruction and moving expenses.

The deposit-based and monthly-lease consultation window was operated to help residents of the Gil-dong Shindonga Apartments 1 and 2 with stable reconstruction and moving from the month of June, but according to analysis of consultation contents, concerns about loans took up 44% of all consultation sessions. This is due to the decrease of the loan-to-value-ratio from 60% to 40%, resulting in insufficient funds for residents to move from their homes.

Gangdong-gu is providing counseling for residents experiencing such difficulties with securing moving expenses based on the additional loan of up to 80% the deposit-based lease payments, in addition to moving expenses, conditional relief of financial loans, loans for households that cannot produce proof of income, and the application of low interest per individual as determined by the reconstruction union and Woori Bank.

The consultation service window was installed in 7 #103 at Shindonga Apartment 1 and 2 for the residents’ convenience and will be in operation from 10am to 4pm on weekdays. There will be one Gangdong-gu employee, one start-up real estate agent, along with one Woori Bank employee available for consultation in real estate information, financial information, and lease disputes.

For dual-income families and residents caught up the daily grind, finance counseling will be conducted on during the weekends in September. Visiting consultations are also available for single elders who have trouble moving. Mayor Lee Jung-hun said, “As loans for moving expenses were blocked with the tightening of the financial regulations by the government, there was the concern that residents would encounter hindrances in moving homes. This concern drove us to create this service and we will ensure its continued operation to assist residents avoid difficulties in reconstruction and moving.”

In addition, Gangdong-gu operated the consultation services (2,000 cases) for residents moving into the reconstructed complex of Samik Green 1 and Dunchon Jugong Apartments from 2012, with the first consultation service window operated at Godeok Siyoung Apartments.
