Gangdong-gu Forms ‘Cooperative Governance Gangdong-gu Council’ to Stimulate Citizen-Government Cooperative Governance$-July 16 (Mon.): first plenary session of Cooperative Governance Gangdong-gu Council-Organized of 25 citizens and 5 government officials for deliberation and consultation of policies and systems for activation of cooperative governance

 Gangdong-gu (mayor Lee Jung-hun) formed the ‘Cooperative Governance Gangdong-gu Council’ for deliberation and regulation of matters pertaining to policies and the public-private cooperative governance system, and it held its first plenary session on the 16th of this month.

 25 citizen members and administrative officials including the mayor formed a group of 30 active members of the Cooperative Governance Gandgong-gu Council, and at the meeting the 25 citizen members received letters of appointment and elected a citizen representative.

 At the meeting that began shortly after, the current state of promotion for establishment of the local community innovation plan was shared and the role of the Cooperative Governance Council and matters of operation were discussed. This was also a time for sharing thoughts about cooperative governance and solving local issues between the citizens and officials through cooperative governance reinforcement training.

 The members will deliberate and regulate necessary policy establishments and enforcements as well as system improvements for advancements in citizen-government governance for the next 2 years, and will contribute to the rooting of citizen-government cooperative governance in the community.

 Mayor Lee Jung-hun stated, “Cooperative governance is crucial at this point to resolve pending local issues. The Cooperative Governance Gangdong-gu Council, which took its first steps today, will deliver the voices of the residents as a representative in each field and will actively assist in communication to carry out its role with certainty as the heart of citizen-government cooperative governance.”

 Gangdong-gu has contributed multi-faceted efforts to accomplish a ‘citizen-government cooperative governance’ where creative ideas and resources are collected in intellectual ways while straying from a government-oriented administration and encouraging citizen participation, from policy proposals to decisions, execution, evaluation, and feedback.

 Gangdong-gu formed and began operation of the ‘Gangdong-gu Citizen-Government Cooperative Governance Task Force’ last year, which is composed of group representatives, activists, and public officials. In February, the ‘Basic Ordinance for Advancement of Citizen-Government Cooperative Governance of Gangdong-gu, Seoul’ was enacted with an institutional foundation, and the ‘Local Community State of Affairs and Cooperative Governance System Diagnosis Service’, which researches and diagnoses the degree of local cooperative governance, was also completed. A center for citizen-government cooperative governance deliberation and consensus was established, with training for cooperative governance reinforcement in progress, and the district is pushing the establishment of a ‘local community innovation plan’ for promotion of concise citizen-government cooperative governance projects.
