The Cheonho 3-2 district in Gangdong-gu, Seoul, was designated as a redevelopment and maintenance zone a year after the rapid integration plan was promoted. The area, an old low-rise residential area, will have up to 23 floors and 420 households through redevelopment. The Seoul Metropolitan Government announced on the 25th that it held the 2nd Special Subcommittee on New Communications Planning on the 24th and approved a housing redevelopment maintenance plan for the Cheonho 3-2 district in Gangdong-gu. This is the first case of passing the deliberation on the designation of a maintenance zone among redevelopment zones that are pursuing new communication planning. This area, which is located in 397-419 Cheonho-dong, is an old single-family and multi-generation densely populated area with more than 90% of old defective buildings. Since residents established a maintenance plan in 2018, it has been submitted to the city planning committee twice in 2019 and 2020, but it has not crossed the threshold of deliberation. However, the project accelerated as Seoul lifted six redevelopment regulations aimed at abolishing the seven-story height restriction in residential areas for two days last year. The city applied eased regulations through the new communication plan, and reduced the period of designation of maintenance zones from about five years to one year by drawing residents' consent through resident briefing sessions. In Cheonho 3-2, the existing "two-type seven-story" area has been raised to the level of semi-residential areas for two days, raising the floor area ratio to 215.4%. As a result, it will be reborn as an apartment complex with 420 households and up to 23 floors from the existing 307 households' old low-rise dwellings. There are 77 public housing units. The maintenance plan passed this time included an integrated guideline considering the development of the Cheonho 3-2 zone and the adjacent 3-3 zone. The two areas will be viewed as a single complex, and plans to prepare an integrated infrastructure maintenance plan and an integrated complex plan. An official from Seoul said, "The Cheonho 3-2 zone is a pilot case of redevelopment through a rapid integration plan proposed by residents and supported by the Seoul Metropolitan Government." The Cheonho 3-2 area is 19,292㎡ and is an old single-family and multi-family densely populated area with more than 90% of deteriorated buildings. Residents began to establish maintenance plans in 2018, but they have not been able to cross the threshold of the Urban Planning Commission for years, but they will be able to speed up the project through the "six major re-development deregulation measures" introduced by the Seoul Metropolitan Government last year. The Seoul Metropolitan Government applied deregulation through the "Quick Integration Plan" and held residents' briefing sessions to significantly shorten the period of designation of maintenance areas. According to the existing procedures, it takes about five years to designate a maintenance zone because it has to go through preliminary procedures such as a feasibility study and establishment of a basic living area plan, but the maintenance plan was decided in a year through deregulation. According to the maintenance plan, the old low-rise residential area of 307 households will be built as an apartment complex with 420 households (including 77 public housing units) with 23 stories above ground. Deregulation of Type 2 7 floors, which used to be an obstacle to redevelopment of low-rise residential areas, was applied to the workplace. As it was raised from a residential area (7 floors) to a residential area (7 floors) for 2 days, the standard floor area ratio (190%) will be applied, and additional incentives for public contributions will be added to build the final floor area ratio 215.4% and 23 floors high. The mandatory public contribution, which is a prerequisite when changing the use area, was also abolished, securing 77 public parking lots in the region instead of excessive donation collection. In addition, an integrated guideline has been prepared so that the "Cheonho 3-3" (in the 532-2 area of Cheonho-dong) in contact with the "Cheonho 3-2 area" can be harmonized. For the convenience of residents' lives in the two areas, the government plans to prepare an integrated infrastructure maintenance plan and an integrated complex plan (skyline, walking passage, yard in the complex, and common facilities for residents). It plans to create a public walking path to increase the convenience of movement and promote community activities of residents. An official from the Seoul Metropolitan Government explained, "The Cheonho 3-2 district is a pilot case of redevelopment through a rapid integration plan supported by the Seoul Metropolitan Government, and we expect to simplify the business process and greatly improve its business feasibility."
