Gangdong-gu District (Mayor Lee Jung hun ) said women account for 52 percent of management officials who lead major core projects. The figure exceeds the average of 30 percent in Seoul's autonomous districts. As of the end of 2017, the gender ratio of public officials belonging to Gangdong-gu was 51% for men and 49% for women, but only 34% for women among civil servants in management positions above grade 6. However, in the second half of this year's administrative promotion, 81 percent of female civil servants were promoted to level 6 or higher, well over half of all promotions. By position, a total of 22 women are one director of Grade 4, six managers of Grade 5, and 15 team leaders of Grade 6. Since the launch of the seventh popular election, the district has been actively promoting personnel management to realize substantial gender equality within the organization, such as fair job placement for female civil servants and providing promotional opportunities. In particular, the planning, budget, personnel and audit departments, which are considered key departments within local governments, actively selected women as management officials, so that women's unique delicate and warm leadership can create synergy effects. As a result, the number of female management officials above Grade 6 has increased by 60 percent from 106 in 2018 to 167 and has introduced a successful policy to raise it to the highest level in all local governments.
